RAC wait. Dynamic resource management waits during instance startup.
Detailed Description​
GCS are global cache services. DRM is Dynamic Resource Management. Whilst there is no documentation for this event, it is probable that this wait can be seen when a node is being introduced to the cluster and objects are being remastered.
